CHAIRMAN CARR:
The~ Commission uses several major programs through which operating nuclear plants are constantly monitored to assure that the plants are both capable of safe operation and to that they are managed and operated so that the plant performance is consistent with the safety inherent in the design. The major activities include, continuous neasurement of performance with respect to existing regulations, and modifications of plant-specific requirements when necessary; a comprehensive, systematic inspection program extending from daily walk-throughs by on-site NRC resident inspectors through periodic team inspec-l tions by region and headquarters inspectors who evaluate systems and personnel l
performance; and the use of plant performance indicators for which operating l'
data is taken and statistically treated to yield performance trends.
The trends-help to identify potential degradation in equipment or human perfor-l mance. Also, systematic assessment of licensee performance, an evaluation
_ process conducted for every plant about every 18 months to assess licensee accomplishment and attitudes relative to operating the plant; operational events assessment that includes dhily reviews of reported events, analysis of their significance, and the provision of information and directives for licen-sees to use to improve their own operational safety; and semi-annual reviews by L
NRC senior managers to consider selected plants and decide what, if any, action should be taken to address concerns.
Each plant in the country is reviewed and evaluated from the standpoint of risk significance.
