What is the status of the availability of nuclear reactors in this country as compared to the availability of reactors in foreign nations? Please describe the NRC's expansion of its i

program for international cooperation ^in nuclear power safety, 1

As.previously discussed, the U.S. industry, on the average, is not yet at the level of such countries as Japan and West Germany.

The U.S. industry did make significant improvements in availability from 1986 through 1988. Also, the differences between U.S. and Japanese plants and between U.S. and European plants have decreased considerably.

l In the period following the 1986 Chernobyl accident, the NRC has expanded-selected elements of its international safety cooperation. Most notably, the NRC has increased its reactor safety exchange activities with the USSR, l-coordinating for the U.S., and participating in ten working groups formed I

after the signing in.1988 of a U.S.-USSR Memorandum of Cooperation on Civilian Nuclear Reactor Safety.

Increased emphasis has also been placed on our 4

bilateral safety cooperation with the Federal Republic of Germany, France and Japan and our participation in selected activities of the International Atomic Energy-Agency, the OECD Nuclear Energy Agency, on reactor and nuclear materials safety, radiation protection and waste management.
