Please update the subcommittee on the rule-making for one-step licensing.
CHAIRPAN CARR:
On May 18, 1989, 10 CFR Part 52, "Early Site Permits Standard Design Certifi-cation, and Combineo Licenses for Nuclear Power Reactors" became effective.
The combined license procedure described therein provides for a nearly one-step licensing process, in extremely limited circumstances, the rule provides an opportunity for a second hearing prior to plant operation.
