MR. BEVILL:

Describe the status of your effort to consolidate your NRC staff at a second White Flint building.

CHAIRMAN CARR:

In July 1989 Montgomery County, Maryland, approved rezoning for the site to permit construction of the second building. The oeveloper then asked the Government to renegotiate the lease / purchase terms of the contract to adjust for increased costs resulting f rom complying with Montgomery County's conditions attached to the approval, and for the unanticipated delay of two years in obtaining the rezoning approval.

from July 1989 until March 1990, GSA and the developer discussed new lease rates, purchase options, and other issues. We understand from both GSA and the developer that they have agreed on the terms and conditions and are now drafting a lease addendum to incorporate those agreements.

We understand f rom the developer's attorneys that the developer is planning to be ready to go before the Montgomery County Planning Board for a final site plan review in May of this year. Assuming prompt approval by the Planning Board, excavation for the second building could begin late this sunner.

Although GSA and the developer have not established a schedule for completing the second building, we expect construction of the secono building to begin late this sumner. Full occupancy coulo occur by mid-1993 if the construction proceeds without significant problems.
