MR. BEVILL:
Please oescribe and justify your position to double the number of resident inspectors.
CHAIRMAN CARR:
NRC is not~ doubling the number of resident inspectors. We are implementing a
_ program whereby the total number of resident inspectors at a given site will; F
coual the number of reactors at that site plus one. This program, called "N+1",. involves modest growth in FY 1991, +5 Resident Inspectors, and.is expected to be fully implemented by FY 1992.
Full implementation will result in the total complement of resident inspectors increasing by approximately 20%
over the period FY 1989 - FY 1992. This increase, however, has been offset by reductions in region-based inspectors in order to obtain better utilization of inspection resources and to provide a pool of technical expertise in plant operations as one of several sources from which to fill supervisory and manage-ment ranks in the Commission. Additional resident inspectors on-site increase the likelihood of discovering areas that require corrective actions and enhance -
NRC's capability to effectively monitor licensee performance.
