Define the roles of the Office of Nuclear Reactor Regulation and the Office of Nuclear Material Safety and Safeguards with regard to policy on nuclear reactor safety.
CHAIRMAN CARR:
L The Office of Nuclear Reactor Regulation, NRR, places the primary responsibility on NRC licensees for nuclear reactor safety. NRR has a number of programs that it implements to assure nuclear reactor safety. The primary role is carried out.through the inspection program consisting of onsite resident inspectors as well as special team inspections combining Headquarters and regional personnel.
A 'second significant programmatic component relating to reactor safety is the Systematic Assessment of Lir.ensee Performance whereby components of the'. licensee's operotional performance ore evaluated and weaknesses-identified for correction.
A third role supported by NRR is the semi-annual discussion of plant performance by senior NRC management with closer scrutiny given at more frequent intervais

by NRC staff where.significant safety concerns have arisen. Finally, an additional role of NRR is the continuous measurement of performance with respect to existing regulations, and modifications of plant specific requirements when necessary.
The primary policy role of the Office of Nuclear Material Safety and Safeguards with regard to safety activities associated with reactor sites' includes the areas of decommissioning, storage of irradiated fuel in independent spent fuel storage facilities, and generic safeguards threat levels.
