Maine Yankee Cycle 12 Primary-to-Secondary Leakage Administrative Controls Gentlemen:

During a May 23,1990 meeting at NRC headquarters, the NRC staff requested Maine Yankee document our administrative controls governing primary-to-secondary leakage through steam generator tubes. The attached Cycle 12 administrative controls shall be implemented prior to reactor startup from our current refueling outage.

Maine Yankee is concerned about the operational and maintenance difficulties one would face with contaminated secondary plant systems. Therefore, we have structured our administrative controls to minimize the spread of contaminates to the secondary steam supply system.

Maine Yankee has also committed to rev$ sing Technical Specification 3.14,

" Primary System f.eakage," to establish a limiting condition for operation requiring-leakage from any one steam generator be limited to 0.15 gallons per minute.

This proposed change is undergoing management review and is scheduled to be submitted by June 22, 1990. Until such time as the proposed change is approved by the NRC staff, Maine Yankee has established procedural controls reflecting the more conservative specification.
