Technical Soecifications - Reactivity Control Systems Dear Siri Pursuant to Section 50.90 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company (YAEC) hereby requests the authorization to make the following changes:

proposed Change Reference is made to License No. DPR-3 (Reference (a)) and the associated Technical Specifications of the Yankee Nuclear power Station. We propose to change the Technical Specifications as described below:

1.

F.odify page 3/4 1-27, Surveillance Requirement 4.1.3.4.a. to delete reference to control rod Group A as a control group and change the terra " regulating group" to " control group" for consistency with the wording provided in Technical Specificatien 3.1.3.5, Reason and Ba'ri_s for Change Reference is presently made in Technical Specification 4.1.3.4.a to

" regulating Groups C and A."

Technical Specification 3.1.3.5 allows only control rod Group C to be used as a control scoup. Control rod Group A is used only as a shutdown group. Therefore, in order to provide consistency of both practice and wording, this proposed change is being requested.

This proposed change is strictly administrative and, as such, will not change current operating practices or compromise operating safety margins.

The basis for this change is to provide clear and consistent delineation between control and shutdown groups, bbK g Od/

" control" for consistent terminology within the Technical Specifications.

As such, this proposed change would not:

1.

Involve a significant increase in the probability or consequences of an accident previously evaluated.

This change is administrative only and has no impact on the accident analysis which supports the safe operation of the Yankee Nuclear power Station.

2.

Create the possibility of a new or different kind of accident from any previously analyzed. This modification does not change any systems or plant components or change the manner in which the plant is operated. Therefore, the possibility of a new or different accident does not exist.

3.

Involve a significant reduction in a margin of safety. This modification only provides an administrative wording change and has j

no bearing on the current margin of safety for the Yankee plant as no change in operating limits or practice are being implemented.

Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant, consistent with the proposed Technical Specifications, will not endanger the health and safety of the public. This change has been reviewed by the plant Operations Review Co:rnittee and Nuclear Safety Audit and Review Committee.

Schedule.of Chan g This change to the Yankee Nuclear power Station Technical Specifications will be implemented upon Commission approval.

A timely review and approval of this submittal would be appreciated.
