SUBJECT:
COMPLETION OF CEMENT TOPICAL REPORTS Per your request of May 25, 1990, on the above subject, presented below is a sumary of our plan to coniplete the review of the eight cement topical reports.
The plan first calls for revision to the 1983 Branch Technical Position on waste form stability (BTP) and then a timely completion of the topical report reviews.
In April 1990 LLWM staff completed a draft revision to the BTP that addresses the technical issues relating to cementitious waste forms. Copies of the draft revised BTP have been given to OGC for legal review with a request for coments by early June 1990. Staff has met with NRR management to discuss the cement revision to the BTP document, the phase out timing of the rejected cement waste forms, and obtain their su) port in briefing the Consnittee to Review Generic Requirements (CRGR). NRR 1as informally concurred on the draft revised BTP. A letter to CRGR addressing the revised BTP and the potential indirect impacts on operating reactor licensees is scheduled to be sent by 6/30/90.
In addition, LLWM management recently met with Dr. Dade Moeller (ACNW) to discuss the cement topical report issue and our plans for resolving it in the near future. Dr.
1 Noeller has agreed to provide an ACHW consultant to informally review the draft BTP and provide comments to LLW prior to any femal ACNW meeting. ACNW will not be on a critical path for issuance of the BTP. LLWM intends to discuss the cement waste form BTP revisions with the sited State officials during the Agreement State Regulators meeting to be held in June. Once the revised waste stability BTP is issued by NRC, staff anticipates being able to take prompt action to approve, reject or conditionally accept the formulations with a requirement for surveillance testing.
Schedules depend on issuance of the revised TP, but even under a scenario where a formal presentation to the CRGR is required, it is anticipated the revised BTP will be issued no later than the end of calendar year 1990. This would lead to actions to approve, reject, or conditionally approve cement topical reports in the first half of CY 1991.
