Does the Commission believe construction must' cease in order to perform the inspections, tests, and analyses a
L needed to assure plant conformance?
CHAIRMAN CARR:
No, for standardized plants licensed under 10 CFR Part 52, the tests, inspec-tions, and analyses covered under Part 52.79(c) can be performed'while con-struction is ongoing. This concept was utilized in a voluntary licensee program fur the Vogtle 1 and 2 Units and was referred to as the-Readiness Review Program.
Under the Program the licensee performed certain inspections, tests and analyses for designated sections of the construction program to ensure that the construction commitments of the SAR were satisfied. With certification by the~ licensee of successful completion of that work segment, the NRC inspectors conducted selective examinations to verify adequacy of the licensee's review. All this was accomplished without stopping construction.
A process similar to that which was used for Vogtle is envisioned. The-difference would be that the details of these tests, inspections and analyses
