5 MR. BEVILL:
How would the establishment of ' hold points" be consistent with the stated policy and purpose of the license reform rule?
CHAIRMAN CARR:
In 10 CFR Part 52, a means is provided to verify and assure that construction and operation will be in accordano with the combined license which is consis-tent =/ith the concept of " hold points" referred to in the question.
In-particular, 10 CFR 52.79(c) states:
"an...applichtion for combined license must include-the proposed tests, inspections, and analyses which the licensee shall perform and the acceptance criteria therefore which are necessary and sufficient to provide reasonable assurance that, if the tests, inspections and analyses are performed and the acceptance criteria met, the facility has been constructed and will operate,in conformity with the combined license."
Furthermore, the rule allows for, but does not require a final hearing prior to granting the operating license to provide public participation in the finding that all the acceptance criteria have been met.
