SUBJECT:
Calvert Cliffs Nuclear Power Plant Performance Improvement Plan (Rev. 2)
Dockets No. 50-317 and 50-318 Dear Sirst We have reviewed the subject document and offer no comments on form or content at this time.
However, we expect to maintain our involvement in the review and evaluation' process and provide i
comments to NRC review staff in the future, as necessary.
It is apparent from our review that BG&E is making considerable progress in addressing the root causes of declining performance by formulating corrective policies and management strategies and implementing the required actions.
We regard this Performance Improvement Plan as a critical element in an overall program to restore the plant to an operational condition which provides safety assurance and continued reliability.
We note in the document that 10 of approximately 41 current Action Plans have been verified as implemented and BG&E appears to have committed to having tL e resources necessary to ensure a similiar level of progress for the remainder.-
The State of Maryland remains committed to monitoring.the implementation of these Action Plans and evaluating the ' ef fectiveness of their ultimate incorporation in the overall operations plan for Calvert Cliffs.
The assistance of the Nuclear. Regulatory Commission in' this regard is appreciated.
Sincerely, i
b-s c& $
P Torrd C.
