I The enclosed Nuclear Manag m ent and Resources Council (NUMARC) final draft guidelines for Design Bas",s Programs was recently forwarded to the NRC for review. NUMARC intends to issue their guidelines to the industry in June 1990 for use on a voluntary basis. We have held several prior meetings with NUMARC to discuss their guidelines. NUMARC has amended portions of their guidelines
.l based upon our comments to date.

NUMARC has requested that the NRC endorse the guidelines as providing an acceptable means for licensees' development of design basis documentation. Thus, your review l
should identify any specific exceptions to the report that the NRC should take if we endorse the guidelines:
NUMARC has requested a meeting on June 18, 1990 to discuss the final dra 4.
NUMARC has previously requested the opportunity to present these guidelir.es to the regions. We request regional participation during the meeting scheduled for June 18 at 10:00 a.m.
