We are writing to obtain approval of our Quality Assurance Program for the following activities:
(1) Performing the required modifications to DOT 21PF-1A packages to meet requirements in effect at April 1, 1991.
(2) Manufacturing the DOT 21PF-1B packages which meet the new requirements in the regulations.

Page 2 May 30, 1990 U.S. FRC The program is designed to meet the requirements of 10CFR 71 Subpart H and 10 CFR 21 in the required areas.
As no package design has been done, no Q.A. program for this procedure has been established.
For your information, our intent is to subcontract the manufacture and modification of overpacks for our customers to an experienced fabricator. This fabricator has already manufactured an approved overpack design for another user of these packages. We have visited his facilities and feel he has the qualifications and personnel to perform these areas to the satisfaction of the Quality Assurance Requirements.
As we would like to be in a position to use this program as soon as possible, please advise of any areas where you require further details or clarification.
