Dear Mr. Slember:
I am responding to your letter of April 2,1990, in which you retterated your request for en early safety review from the U.S. Nuclear Regulatory Commission (NRC) on the significant features of the AP600 and requested a review of the AP600 Licensing Review Basis (LRB) docunent in parallel with the Advanced Light Water Reactor (ALWR) Utility Requirements Document.
1 As a result of de>artures from traditional light water reactor design concepts associated with tie passive ALWR design philosophy, the staff is approaching the review of these designs in a cautious and methodical manner in order to identify key issues and to effectively use resources. The Comission has concluded that the ALWR Utility Requirenents Docusent should play a t
significant role in the determination of the regulatory approach for passive plants. An expeditious review of the ALWR Utility Requirements Docunent for i
passhe plants will utilM NRC resources efficiently and should provide significant regulatory fe wack to the nuclear industry. We recognize, however, that early dialogue with the nuclear vendors regarding their specific passive designs will be an important factor in reaching regulatory decisions.
Therefore, the staff will continue interactions with both the Electric Power Research Institute (EPRI) and Westinghouse to facilitate the formulation of regulatory positions for passive designs.
P The staff recently attenced meetings with EPRI, the Department of Enenly (DOE),
&nd Westinghouse on passive ALWRs. Staff members from the Offices of Hesvarch
- and Nuclear Reactor Regulation have attended meetings with the Westinghouse staff to begin significant technical interchange on items swch as planned

individual vendors so that the staff will be prepared to reytew the safety analysis raports when they are received. Also, the staff will consider the informatita nrovid*d in the AP600 LRB in conducting the revieri of the ALWR Utility Requirenents Docunent; however technical and policy decisions will be nede in the context of the ALWR Utility Requirenents Document review.

Accordingly, I suggest that you coordinate closely with EPRI to provide input consistent with your proposed design and to receive information relative to technical and policy decisions made. The Commission will consider the need for and importance of formally reviewing the LRB document once major decisions are made in the context of the EPRI document.
I am ccnfident that this process, designed to provide generically ap)11 cable positions on advanced reactor policy issues, will support Westing 1ouse's intent to submit the standard safety analysis report in June 1992.

However, to envare complete-ness and accuracy, the LRB will not be forwarded to the ACRS for comment until i
the ALWR Utility Reosirements Document review is complete.' This will ensure
