Dear Mr. McGovern:

Your proposed emergency procedures, EP-18 and EP-19, for

' diverting S-7 water to the Indian Kill Reservoir have been reviewed by the Department. The following need to be addressed:

1. Please provide a sketch of the site showing the path of the emergency diversion of S-7 waters.
2. Provide a drawing of the trench diversion structure, including the baffles and any other device that may be used with the diversion structure.

-3. EP-18 should be modified to increase the frequency of sampling so that a sample of S-7 water is taken and analyzed within one hour before diverting the water to the Indian Kill Reservoir. Add to this the immediate telephone notification of DEC and the NRC should any facility related radioactive materials be present in the S-7 water sample.

(The procedure should state that all DEC telephone notifications are to be made to the Bureau of Radiation at 518-457-2225.)

4. EP-18 should be modified as follows: " Retention pond shall be maintained at no more than 1/2 capacity (20" or less on the level gauge) . "
5. Items 6 and 7 of EP-18 say S-7 water will be " diverted away from the reservoir." It is assumed _the correct wording is "away from the retention pond," and these items should be ,

modified accordingly.

6. EP-19 provides instructions for when the emergency diversion of S-7 water is to begin, but is not clear when the diversion will be ended. Please provide a better '

explanation as to how this will occur.

7. For EP-19, the Bureau of Radiation expects tho ordor of events as described in Section B. to be carried out, and that the Bureau will be notified, as stated in B.8, within one hour of ending the diversion. .
