Certificate of Compliance No. 9222 Revision 2 By application dated April 3,1990, as supplemented, Scientific Ecology Group, Inc. (SEGI) requested that Certificate of Compliance No. 9222 be amended to allow the use of optional _ steel shield inserts 'in the Model No.14-215-package. The Model No.14-215 is used for shipment of low specific activity (LSA) material. The' applicant also requested that the model number for the package be changed from Model No. HN-215H to Model No.14-215, and that the revised certificate be issued to SEGI.- Revision 1 of the certificate was issued to Hittman Nuclear, SEGI's predecessor, d

The optional shield-inserts would be used to increase the total activity (number of curies) of LSA material that could be shipped.in the Model No.14-215 package.

For example, without shield inserts,- package contents would be ll limited to about 9 curies of Co" in order to meet the external radiation igels specified in 10 CFR 971.47. The contents could be increased to about j

27 curies of Co" with the use of an optional 1-inch thick shield insert.

l The optional shield inserts would be used for some LSA contents to reduce the -

external radiation levels;at two meters to 10 mrem /hr or less (as specified in j

10 CFR 671.47 for exclusive use. shipments). The limit at two meters is more

]

restrictive for most LSA wastes than the limit (200 mrem /hr);at the packag6 surface. No additional shielding is required on the top or bottom of th'e

- j package where the limits for exclusive use shipments (in open vehicles)

{

require only that the radiation level at the package surface does not exceed 200 mrem /hr. The Model No.14-215 package is required to be shipped in an upright position as an exclusive use shipment.

1 The applicant submitted revised operating procedures outlining the methods 1

used to determine whether a shield insert is required for a shipment of LSA -

material.

Based on the activity and isotopic composition of the LSA waste, the shipper determines whether a shield insert is needed by comparing the contents with previous shipments or,by performing a specific shielding.

analysis.

As specified in the operating procedures, each package, whether it j

contains an optional shield insert or not, must be surveyed prior to shipment to assure that it meets the requirements of 10 CFR $71.47.

i The certificate is being aanded to allow the use of optional steel shield inserts, The optional shield inserts must be fabricated in accordance with StGI Drawing No. STD 02-086, Rev.0. The drawing specifies the minimum and l

maximum height, diameter i.nd wall thickness of the shield inserts. The i

drawing atso specifies that the inserts be fabricated from ASTM A36 carbon steel. The certificate has also boen conditioned to require that the weight of the shield inserts be included in the overall content weight Ifmit of 20,000 pounds, The weight of the shield inserts is significant and depending on wall thickness can vary between 3,830 and 7,830 pounds.

The inserts were reviewed by staff and determined not to be significantly affected by normal conditions of transport.

The amendment will not affect the ability of the Model No.14 215 packaging to meet the requirements of 10 CFR Part 71.
