SUBJECT:

OHIO CITIZENS FOR RESPONSIBLE ENERGY, INC.

(OCRE) 2.206 PETITION REGARDING PERRY NUCLEAR POWER PLANT, UNIT 1 Enclosed is a petition dated April 6,1990 filed by Susan L. Hiatt on behalf of OCRL, requesting that Perry Unit 1 be shut down until the Division 2 ESWS is made operable. OCRE further requests that the Cleveland Electric Illuminating Company el 31. be issued a Notice of Violation and assessed a civil penalty for operating Unit I since November 15,1989 when the Division 2 ESWS was taken out of service.

The issues raised are primarily technical.

If any of the issues raised by the petition have previously been addressed by the Commission or Staff, that should be noted in the Director's Decision and

,,e may serve as a basis for not further reconsidering such issues.

If you want the licensee to provide information regarding the issues k
