sThe route, as set forth in the enclosure, from Newport News, Virginia to-5the Department of Energy Savannah River Plant, Aiken, South Carolina,- and as l,

requested. in your letter, is judged to meet the regulatory requirements in L

accordance~with 10 CFR 73.37 for shipment of spent fuel and is approved

-through December 31, 1990. >Also the ports of Port Elizabeth, New Jersey; Baltimore, Maryland; Portsmouth, Virginia and Norfolk, Virginia through which

Safe havens are indicated on the route strip charts by a lower case letter of the alphabet in parenthesis.

These safe havens were designated by the'NRC route analysis teams with the assistance of law enforcement' agencies along the route, as available, for tempo-rary refuge until appropriate assistance arrives.

The basic criteria used to identify a safe haven were: availability of a large parking area, nighttime lighting, where possible, and rapid law enforcement response to.the safe haven.
