STAFF REQUIREMENTS - BRIEFING ON PROPOSED RULE ON LICENSE RENEWAL (SECY-90-160), 2:00 P.M.,
WEDNESDAY, MAY 16, 1990, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed by the NRC staff on the proposed rule for llcense renewal.
The staff should ensure that consistent usage and clear definition is provided for terminology including:
1) structures, systems and components; 2) renewal term; and 3) sufficient renewal application.
The staff agreed to provide the Commission with a description of the relationship and differences between the current licensing basis and the plant design basis.

The Commission requested that the staff keep it informed of the status of its program to determine hew the SEP lessons learned issues have been. factored into the licensing basis of operating plants cr into ongoing regulatory programs (USI's, GSI's).
The staff is to inform the commission of the source and derivation of the 197,000 person hours per plant estimates for the analytical and paperwork burden of the proposed rule.
