Special Report on March 19, 1990, the Trojan Nuclear plant was shutdown for the 1990 refueling and maintenance outage. On April 28, 1990 the meteorological 1

instrument recorders were taken out-of-service to allow rerouting of the meteorological, tower instrument cabinet power supply. Trojan Technical.

Specification:(TTS) 3.3.3.4-(Meteorological Instruments) requires the-meteorological-instruments ~to be operable at all. times,-and requires the submittal of a Special Report if-they are inoperable for a period exceeding

-seven days.

On May 3, 1990, the meteorological tower instrument cabinet was re-energized and surveillance was performed to verify instrument operability..The 200 feet - 33 feet delta temperature readings on Channel "A" and Channel "B" differed from each other by more than allowed

.by the channel check acceptance criteria. Therefore, these instruments remained inoperable, Although troubleshooting ~was. initiated on May 4, 1990 i

the problems were not identified.and corrected before exceeding the TTS allowable seven day out-of-service period on May 5, 1990. The report is submitted to fulfill the reporting requirements of TTS 3.3.3.4

-(Meteorological Instruments) and TTS 6.9.2~(Special Reports).

The cause of the problem with the temperature instruments.was identified to

-be. failed ~ electrical receptacles at the 33 feet and 200 feet meteorological

-tower levels. The receptacles supply power to fan motors which draw a 7

Page 2 supply of. air over the temperature sensors to assure they are exposed to identical conditions. The receptacles were replaced and the meteorological tower was returned to service on May 13, 1990.
