. The plaat achieved criticality on March 20,1990,- and began its full-power ascension program. The:
program was schedu. led to be: completed in 70 days, after which the licensee'would be prepared to declare.the plant ready for. commercial. operation. Recent-turbine generator: problems at the ' plant have introduced a potential forLdelay in thistschedule.
