Dear Mr. Scowcroft:
I have received your memorandum of February 14, 1990, in which you encourage the Nuclear Regulatory Commission (NRC) to participate in the Global War Games sponsored by the Naval War College from July 9-27, 1990.
I believe that the Global War Games provide an excellent opportunity to explore new approaches to national security issues and I intend to participate per-sonally during the first week of the. exercise.
