The findings of the inspector were discussed with you in a

telephone conversation .with Mr. W.. Cline of thist office on May 1,.1990.-

The safety inspection was conducted-in ' response to allegations l concerning' the.

improper conduct of. radiographic operations, by members .of your staff.

The.

inspection was limited to field. work observations by the: inspector, review of

selected documents and interviews'with the radiographers.

The inspection findings indicate-thaticertain' activities. appear to. violate NRC

requirements.

The apparent violations described;in the enclosed inspection

report are under consideration for! escalated enforcement action. ' Accordingly,

a Notice of Violation is .not being' issued-at this time..and al respcnse:to this'_

letter is not required. ' However,- please bel advised- that thevnumber and-

characterization of . apparent violations described in the enclosedzinspection
