RADIATION MONITOR SETPOINT UPDATE Pursuant to 10 CFR '50.90, the< Virginia Electric and Power Company requests
.j amendments, in the form ofichanges'to the Technical Specifications,.to Operating 1
License Numbers NPF 4 and NPF-7'for North Anna Power Station Units 01.and 2, respectively.

' The proposed Technical Specifications changes will update the clarm setpoints for the i
high range effluent ~ monitors. _The high range effluent monitors:and associated Technical Specifications were added due to accident monitoring concerns in NUREG 0737. The "Hi" and "Hi Hi" alarms were intended to provide warnings of impending site-1 area or general emergencies. The criteria for. declaring a site-area or ge_neral emergency are in our Emergency Plan Implementing Procedures (EPIPs),Lwhich have j
been revised-since the original setpoint' calculations were done. We wish to change l
the setpoints to be consistent with currently' accepted EPIPs. Also, the Ventilation. Vent and Process Vent monitors have.been modified to multiply the concentration by the-flow rate and report releases in units of-Ci/sec, a more relevant measure than the i
currently approved Ci/cc.
1 The proposed changes are presented in' Attachments 1 and 2 for Units 1 and 2, l
o respectively. The setpoints are not in our proposed MERITS Technical Specifications, j
therefore a MERITS change is not attached. A. discussion of the proposed changes l

This request has been reviewed by the Station Nuclear -Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59 orLa significant hazards consideration as i
defined in 10 CFR 50.92. The basis for our determination that no signification hazards consideration is involved is presented in Attachment 4.
