By letter dated July 27,1989, the Combustion Engineering Owr.ers Group (CEOG) submitted report CEN 387-P (Proprietary), in res 88-11, Item 1.b,'on behalf of member-utilities. ponse to NRC Bulletin No.

.Your-letter also stated that.

the analysis demonstrated that the structural integrity of all CE0G. plant's

- pressurizer surge lines '(PSL) are maintained'for the 40-year design-life of' the piping systems.

The staff has completed its review of the submittal and finds that although sufficient information has been provided to ' justify interim operation of j

individual plants until they complete their final-report in accordance with j

the schedule-delineated by Item 1.d of the Bulletin, adequate bases have.not~

.been provided for the staff to conclude that;the PSLs meet all appropriate Code limits for 40-year plant-life. Our'evaluationoftheboundinganalysti report'as wel1~as the staff's evaluation of CE's' response to items'_ discussed during a -September 1989 audit at CE's office are enclosed, and identifiesLthose issues which need to be addressed.

The staff will assess the conformance of pressurizer surge lines to applicable Codes and regulatory requirements for-40-year plant life when the report-regarding Item 1.d of the Bulletin is submitted.-

This request for information affects fewer than ten respondents; therefore, OMB l

clearance is not required under Pub. L.96-511.
