The Nuclear: Regulatory. Commission.(NRC)- has-' amended.'the Commission's Rules of Practice in'10 CFR Part<2'to' establish the basic procedurasi for the submission' and management ofi j
records and documents relating to,the. licensing.of a: geologic.
repository for the disposal' of high-leve1~ radioactive waste (HLW)..
The. procedures :Linclude the use-of-. -an : electronic ;
- information management! system known as the Licensing Support System (LSS).
Pursuant to ; 101CFR 2.1011(e) (1), - Subpart. J, there is hereby' established an. advisory committeejdesignated~
l as the LSS Advisory Review' Panel.
2.
Obiectives. Scone of Activity, and' Duties The LSS Advisory Review, Panel shall. provide' advice to.:
i the Department: of Energy (DOE) on the' fundamental issues a.
of the design and development'of?the LSS.-

the LSS Administrator,
- NRC, on the operation' and q
maintenance of the LSS.

- The LSS Advisory Review Panel' shall provide advice on:

headers, and images; b.
procedures and. standards for the electronic transmission of filings, orders, and decisions during both'the pre-licensing application phase and the high-level waste licensing proceeding; c.
access protocols for raw data, field notes, and other items; d.
' protocols on digitizing equipment; a thesaurus and-authority tables; e.
f.
reasonable - requirements for headers, the control of duplication, retrieval, display, image delivery, query response, and " user friendly" design; and l'
