g APPENDIX A NOTICE OF VIOLATION Wolf Creek Nuclear Operating Corporation Docket:
50-482 Wolf Creek Generating Station License: NPF-42.
t During an NRC inspection conducted April 1-30, 1990, a violation of NRC requirements was identified.
The. violation involved a failure to follow procedure.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989) (Enforcement Policy), the violation is' listed below:
1 Failure To Follow Procedure Technical Specifications requires that written procedures shall be established, implemented, and maintained covering those activities' i
recommended in Appendix A of Regulatory Guide (RG) 1.33, Revision 2, February 1978.
RG 1.33 requires, in part, that there be procedures covering performing maintenance.
Procedure FHP 03-012, Revision 3, " Rod Cluster Control Change Tool Operating Instructions," paragraph 7.2.4, " Recovery," specifies the steps to perform to disengage the tool from a rod cluster control' assembly (RCCA) prior to moving the bridge crane, t
Contrary to the above, on March 30, 1990, with the reactor in Mode 6, the operators moved the spent fuel pool bridge crane while the rod _ cluster control change tool was attached to an RCCA in a test location.
This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear-Operating Corporation is hereby required to-submit to this office, within 30 days of the date of the letter transmitting this Notice, a' written statement or explanation in reply, including for the violation:
(1) the reason for the violation if 3
admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good i
cause is shown, consideration will be given to extending the response time.
