Dear Ms. McLaughlin:

This is in regard to your request-for approval'of _a route to be used for trans-port of' spent fuel as contained in your letter of February 9,1990. .The route,--as set-forth in the enclosure, from Newport News -Virginia to the Department of-Energy Savannah River Plant, Aiken, South Carolina, and-as requested in your letter,. is judged to meet the regulatory requirements'in accordance with 10'CFR 73.37 for shipment of spent-fuel and is approved-through December 31,'1990.- Also the ports of_ Port Elizabeth, New Jersey;;.. Baltimore,. Maryland; Portsmouth, Virginia' and Norfolk, Virginia ~ through which-the shipment may transit, are judged to meet the requirements'of.10 CFR 73.37; and are approved;.In the event your carrier is: required to deviate from the-apptbved route, please call the contact listed on-page two of this letter ar soon as~possible providing the details. Arrangements with law enforcement agencies along the routeras required by. 10 CFR 73.37(a)(2) have been completed by the NRC' staff. ; Data relating to these arrangements and a copy of the approved route are enclosed. This information-is to be incorporated'into your shipment plans and.provided to. your carrier along with instructions regarding its use. 'Please note that assuring highway safety.is the responsibility of the lic'ensee and carrier, and.our approval is not intended to provide reliefRin this regard. j T' During. seasonal. periods when inclement weather with-accompanying hazardous road ~ conditions'can occur with short notice, the appropriate state police should be g contacted with regard to road conditions:before a shipment connences._ L$N-Please note that the notification requirements of 10 CFR 73.37(f) and 73.72 l ty8 for each shipment still apply.
