INTPODUCTION i
During each calendor year, a comprehensive written requalificotton examination is administered to all NRC licensed operators at the Ford Nuclear Reactor. The examination is of equal scope and difficulty to the, license exacninotions administered by examiners from the Operator Licensing Branch of the NRC. Annually, on operator performance evoluotion is modo cf each opemtor &"Ing a reactivity _monipulation.
If any deficient areas are discovered during the requalification examination or operational perfonnance evolcation, o retrotning program I Initiated for licensed operators in the areas of deficiency.

REQUALIFICATION PROGRAM 2.1 Annual Written Requalificotton Examination. A comprehensive annual written requalification examination is given to all licensed operators.

2.2 O'perator Performance Evoluotion. Annually, the performance and compe-t tence of licensed operators is observed and evoluoted during a reactor reactivity monipulation. In preparation for the performance evoluotion, licensed operators are required to review all'obnormal and emergency procedures. The evoluotion includes on oral examination on oil abnormal and emergency procedures and the operator's actions and respor.sibilities.

I 2.3 Examination and Performance Standards, 2.3.1 A licensed operator who scores 80% or higher in all creas of the annual written requalification examination and demonstrates the ability to operate the reactor safely in the operator performance evoluotion is thereby requallfled.
2.3.2 A requalification examination score below 80% in any creo requires the licensed operator to participate in a retrotning program in the areas of deficiency.
2.3.3 An overall requalificotton examination score below 70% requires that management review all aspects of the operator': performance and complete on Operator Performance Evoluotion within one week to determine his competence to operate the reactor safely and whether removal from licensed duties is worronted. Participation in and successful completion of an accelerated retrotning program is required.

SPECIAL CONDITIONS
'3.1 Reactivity Wnipulations. Semi-annually, each licensed operator is.

reviewed with regard to the number of reactivity manipulations performed or directed over the previous six month period to assure that five or more manipulations are completed in a distributed fashion over each annual requalificotlon period. Reactivity manipulations may be any combination -
j of reactor start-ups, shutdowns or other manipulatiot.s that demonstrate -
skill and familiarity with reactivity control systems and_ procedures.
3.2 NRC License Renewal. An operator whose license is due for renewal while he is in a requalification program is provided with a letter of certificotton indicating that he is currently enrolled in the requalification j
I program. The letter of certificotton Indicates the anticipated date when that requalification prceram will be completed for the individual.
n 3.3 Extended Absence From Operation. A licensed operator who has not s
participated in reactor operation for four or more months is given on oral examination by the Reactor Manager or Assistant Reactor Manager L

L before being reassigned regular operational duties at the facility, provided the operator is up to date on the annual requalificotton examination.

L recertification of competence to the NRC as required by 10GFR55.31 (e).

L 3.4 NRC License Examination. Successful completion of the Initial NRC le licensing examination satisfies the licensee's annual retraining requirements.

Such an individual's retraining program is started with the next compre-L hensive examination scheduled at least 6 months ofter the licensee's j
initial licensing date.
1 3.5 Requalification Examination Exemptions. The Reactor Manager, Assistant Reactor Manager and Supervisor of Reactor Operators are responsible for the preparation, grading, and evoluotion of the results of the requalifico-tion examination, operator performance evaluatl6n, and any subsequent l :'
retrotning effort. They are thereby considered as having satisfactorily completed the examination and performance evaluation.

l The following records are retained at the facility for a period of five years.
4.1 Examinations. Written examinations taken by licensed operators during each requalificotton p,riod including the requalification examination, retrotning examinations, and accelerated retmining axominations.
