Draft Security Plan for Proposed Indept.ndent Spent Fuel Storage Installation (ISFSI)
Dear Mr'. Gaskins:

-Public Service Company of Colorado (PSC) is preparing to license and construct an Independent Spent Fuel Storage Installation (ISFSI) to store spent fuel from the Fort St. Vrain Nuclear Generating Station.
PSC has evaluated the available NRC documents which apply to a N
facility of this nature and has reviewed the guidance identified in N$1-Regulatory Guide 3.50,10 CFR 72 Subpart H,
and 10 CFR 73.50 to 38E determine the applicability of the existing regulations to this L8g proposed facility.

- $8 (Attachment 1) which implements those requirements that PSC believes are applicable.

INFORMATION April 12,'1990 Page 2 Due to the uncertainty which faces PSC relative to the shipment of spent fuel, it is possible.that a decision will be made not to build an ISFSI.
. e recognize that this contingency approach to the ISFSI W
impacts both PSC and NRC resources, but we believe it is necessary in order to meet potential schedules required should PSC have to construct the ISFSI.
PSC would welcome the opportunity to meet with the staff to discuss the contents of this plan. PSC would like to receive any NRC staff comments by mid-May, if possible.
Based upon feedback from the staff, PSC will finalize the ISFSI Security Plan and submit it formally for NRC review at the time PSC makes a Part 72 license application. This. license submittal is planned for June,1990.
