Burnett: s Dn March.12, 1990, UNC, Inc. announced that it.was closing its Naval ~ Products facility in Montville, Connecticut as a result of a 4 government decision to terminate its contracts with UNC Naval-l Products. This decision will result in the closure of the Naval Products facility over the next two to three years. The first of a series of resultant reductions in the workforce occurred on March 16th and the remainder of Naval Products' employees will be laid off -{ in progressive increments. Additionally, Naval Pr oduc ts' inventory of;SNM'wil'1 be correspondingly reduced over the period of plant closure'which, at some point, will affect-its classification as a Category'l facility.- UNC has' complied, and continues to comply, with all safeguards and security requirements mandated by the Nuclear Regulatory Commission including'those which resulted.from the upgraded amendments to 10 CFR 73 published in-1980. UNC has, in fact,_ deployed tactical response teams-in accordance with-applicable regulations. However, in light of-UNC Naval-Products' shutdown,.UNC feels thct relief from the last of the-NRC/ DOE Comparability Study upgrades, i.e., second protected .J area barrier and vehicle denial system (s) and, the tactical exercise j requirement ~ associated with tactical response teams, would be '3 I appropriate. .Accordingly, it is requested that NRC grant UNC Naval Products exemption from the following:

j (1) the requirement that-a second protected area barrier be erected; (2) the requirement-that vehicle denial systems be installed; j
and, j
