Purpose:
To provide the Commission with the Site Decontamination itanagement Program (SDMP), which is the staff's response to Item Number 2 and initial response to Item Number 3 of the Conaission's staff requirements memorandum (SRN), dated J anua ry ' 31 ~, 1990.
Background:
. In 'SECY-88-308 and in SECY-89-369,- the Nuclear Regulatory - Consission (NRC) staff listed over 30 material facilities I sites which have a: sufficient level of. contamination to- ,4 require special attention from the. staff. _ To date, the: known contamination at the sites has not~ been'shown to be causing adverse effects en public health and safety, l hcwever SECY-89-369 indicated that the sites must be-decontaminated or stabi_lized before' the applicable license can be terminated. These sites vary in the nature of the-contamination,_ the' viability of the. organization responsible for performing, the_- cleanup, and: the current j status of cleanup effort, i The SRM from Samuel J. Chilk to James M. Taylor, dated August,22, 1989, directed the staff <to develop a comprehensive strategy for NRC activities: to deal with these. contaminated-sites so that closure'on cleanup issues R is attained in a timely' manner. In Item No. 2 of--a H L l subsequent SRM, dated January 31, 1990, the Commission'- n i J l' directed the staff to "... submit a list of contaminated sites in order of priority including the name and: location -{ of the site, name of -responsible party, condition of the i site, schedule and description-of the next step in site: ) cleanup, and other pertinent information.
