MINUTES OF MEETING ON DURANGO GROUND-WATER COMPIIANCE

The purpose of the meeting was to discuss outstanding ground-water 1

issues at the Bodo Canyon disposal site, as well as give DOE insight-into areas

, here additional data may be needed.

An effort is being made to identify w

issues which may delay review of the ground-water sections of the preliminary final RAP.

The first item of discussion centered upon there being several issues relating to.the utilization cf Claymax in the cover design that remained unresolved.

DOE indicated that they would respond to these issues.

The ability to use a 10E-9 cm/sec flux rate through the Claymax material relies to a great extent on the installation of the overlying rock drain.

Due to this, the quality assurance and quality control associated with construction of this layer was i

E stressed.

'The characterization of the uppermost aquifer was discusred.

It was concluded that sufficient information on the aquifer exists.

Due to this, adequate information has been collected to determine the rate and direction of p

ground-water flow.

Several areas were discussed where DOE should be certain L

that sufficient ground-water justification is presented in the RAP.

when will the drain be grouted shut?

what will be the elevation of the hydraulic head in the tails when the grouting takes place?

how will the leaking evooration pond be repaired?

2 APR I 2 l990 POC wells at the disposal site should be chosen based upon the greatest saturated thickness, highest predicted yield, and downgradient location.

DOE needs to consider supplemental standards and ACLs and, if appropriate, apply these.

DOE indicated that these issues would be discussed in the preliminary final RAP.

This document is scheduled to be submitted in July, with ground-water sections being prepared for NRC review in early to mid-May.

The processing site was also discussed to determine what would be needed to release the area.

DOE was informed that a legal opinion on the Lakeview site was available, and that this ruling may have application at the Durango processing site.

It was stressed that existing monitoring wells should have an uninterrupted data base to determine the effect on the ground-water resources from tailings removal.
