You are hereby authorized to commence work under Task Order No. 4 effective April 17, 1990 with an established ceiling of $36,361.99.
In accordance with Section G.5, Accelerated Task Order Procedures, of the subject contract, this letter definitizes Task Order No. 4.
This effort shall be performed in accordance with the enclosed Statement of Work and Parameter Inc.'s proposal dated April 12, 1990, incorporated herein by reference.
The period of performance for Task Order No. 4 is April 17, 1990 through October 31, 1990.
The total cost ceiling is $36,361.99.
The amount of
$35,466.96 represents the total reimbursable costs, the amount of $21.94 represents the facilities capital cost of money, and the amount of $873.09 represents the fixed fee.

qf BACKGROUND An NRC inspection was performed at Bechtel in October 1988 to follow up on a Copes-Yulcan value weight issues: hewever, a problem was identified which was followed up in part by the inspectors regarding 10 CTR 21 deviation.
it 6 pears that Cechtel has been processing potentie11y reportabic deviations using an engineering procedure that may not meet the intent of part 21. Additionally.
NR inspections at Duane Arnold and Pt.11sades indicates that BPCh may not h6ve adequately performed certain reanalyses regarding Culletin 79-14.
OBJECTIVE f
The objective of this Task Order is to obtain technical expertise from Parameter, Inc. to assist the staff in cerducting a review of the Bechtel systen controls to determine whether or not Bechtel is incorrectly processing deviations that shoulo have been reported to its customers or to the NRC pursuant to 10 CfR part 21.
HORK REQUIREMENTS The contractor shall furnish one individual with experience and qualifications as follbws:
- Be a specialist in mechanical engineering with experience in valve / operator assembly weight and center of gravity pipe stress calculations;
- Be knowledgeable in the impicmentation and adequacy c.f vendors' 10 CFR Part 21 program / procedures with additional emphasis in overall QA program control;
