I believe that the opportunity for public comment provided by the Administrative Procedures Act although-sound and proper, cannot be equated to having.different viewpoints represented on the ACMUI.
The ACMUI provides advice on the overall NRC regulatory framework, including decisions on whether to pursue a rulemaking and thus influencing -
whether there would-be:an opportunity for-public comment or not.
I believe the Commission-should reaffirm the original SRM of October 5, 1989 and direct staff to imple-ment the ACMUI portions. g p
