In accordance with 10 CFR 50.90, the Sacramento Municipal Utility District P

-(the District) proposes; to amend operating license No. DPR-54 for Rancho-Seco l

and revises Proposed Amendment No. 182 (PA-182).

The original submittal of-PA-182-(see reference) is replaced in its entirety by PA-182, Revision.1, except for-the Radiological Environmental Monitoring Program Manual and the l

-Process Control Program which were included in PA-182 to support-l implementation of Generic Letter 89-01.

The District is modifying PA-182 based-on a continuing review and evaluation of the current Appendix A and B Technical Specification requirements

. applicable in-a.long term defueled condition.

l seeks' relief from the Appendix A and B Technical ~ Specifications, defines a new mode (the Long Term Defueled Mode), and specifies the requirements applicable in the Long Term Defueled Mode (LTDM). Upon approval, the District will 3

-comply with PA-182, Revision 1 in lieu of the Appendix A and B Technical Specifications.while the plant is in the LTDM, or until the facility license is amended otherwise. Movement of nuclear fuel into the Reactor Building l

would take the plant out of the LTDM and cause the Appendix A and B Technical Specifications to become applicable.

Attachment I is the proposed LTDTS, Appendix C to the facility license, which would be applicable while the plant is in the LTDM.

Differences between the PA-182 and PA-182, Revision 1-Specifications., other than editorial changes, l

are indicated.in the right hand margin of the pages by a vertical line.

I Attachment II contains the Safety Analysis and No Significant Hazards Consideration-(the Safety Analysis Report)'for PA-182, Revision 1.

This Safety Analysis Report (SAR) represents an-enhanced view of the accidents and I

conditions considered credible in the LTDM, and provides additional justification for the requirements included in the LTDTS and the Appendix A and B Technical Specifications excluded from'the LTDTS.

i Attachment III is the Certified Fuel Handler (CFH) training programs which are provided for review and-approval.

The evaluation for_the CFH training i

programs and the training requirements included in the LTDTS is included-in i

Attachment II (see the evaluation for Specifications 6.2, 6.4, and 6.8 on pages 26, 27, 28 and 30 of_the SAR).

1 Attachment IV is a modified Offsite Dose Calculation Manual (ODCH) and is provided to support the implementation of Generic Letter 89-01 in the LTDTS.

3 This modified ODCM replaces the ODCM submitted previously with PA-182.

Changes made in PA-182, Revision 1 resulted in some changes to the ODCH. The i

evaluation which supports these ODCM changes is included in Attachment II (see

}

the evaluation for Specifications 3.13, 3.18.4, and 3.18.5 on pages 13 through 1

f 16 of the SAR).

Attachment V depicts the current Rancho Seco organization and is provided for information.

The Rancho Seco organization is anticipated to evolve further as closure activities continue.

j Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal.

It is requested that upon approval of this proposed amendment by the NRC, it be made effective no later than thirty days after receipt by the District.
