- Verification Report and requested that we concur that the surface of tae processing site has been cleaned up in accordance with applicable EPA standards.

Since your. request _is only for concurrence:of.the processing-site sur'/ ace-cleanup, assurance must be provided that DOE will not be hindered in.any way from completing ground-water restoration once the site has been released to the 11and owner. ~ This assurance should.be contained tin a. legally binding and enforceable cuntract and should include the followingi i

TheLland owner should provide DOE access to-the site for, ground-water
' restoration activities.
2.
DOE must restrict the land owner from conducting activities that1would i
prejudice the completion of ground-water restoration.
3.
The land owner's site = activities should be limited-to those which will not-aggravate the present ground-water contamination.
