COMMISSIONER ROGERS'S COMMENTS ON SECY-90-117
.I believe that the staff has misinterpreted that Commission's SRM of October 5,
1989 in assessing the. potential impact of the expansion of the ACMUI as suggested by the Commission.
The SRM stated "Given the composition and ouroosc of the Committee,= this 1
individual should have comparable training and experience credentials to the other members and should channel State concerns directly from the States or groups such as the Conference. of Radiation Control Program Directors" (emphasis added). -I do not.
believe that there was an intent to change the fundamental
- technical character of the Committee.
However,' not all technical.
.. professionals approacn issues in the same way, and the impact of technical positions cannot always be appreciated fully by those-unfamiliar -with the point of view of affected organizations or groups.
Therefore, technically qualified individuals from such organizations can add significantly to the quality of the Committee's advice to the Commission.
I understand the-staff's' concerns regarding expansion of the size of the. ACMUI..
- However, I believe that the perspectives of t;
different groups involved in the provision and -regulation of t l
medical care should be represented on the ACMUI.
.I agree with-Commissioner. Roberts that having these views represented on the:
ACMUI is different from having them expressed through opportunities for public comment.
I recommend that the staff-review the membership and size of the j.
Committee and attempt to expand the representation without alterina i;
L its fundamental obiective.
In this review the staff might consider whether any members who have already provided extensive service on y
the Committee may be reluctant to devote sufficient time to futuro I
l ACMUI activities,.
especially given plans for more' frequent Committee meetings.
Such individuals might be willing to either l
resign'or not stand for reappointment when their term. ends.
I l
suggest that the staff seek suggestions from : the ACMUI on. the-addition of at'least one member at-the-next' Committee meeting and provide recommendations to the Commission as soon after that 1
meeting as practicable.
Staff should also inform the Commission on their plans for ACMUI meetings and provide a schedule for the next.few meetings ' or the schedule for the next six months if possible.
