CHANGE 89-27 By letter dated January 24, 1990, TVA submitted TS 89-27, proposing changes to the SQN-TSs to reflect the Eagle 21 upgrades and enhancements to the' reactor.

several values proposed in TS.89-27 differ from those in the'_ issued setpoint methodology.

The enclosed revisions to TS 89-27 will make the 15 nominal setpoints and allowable values consistent with those presented in;the.setpoint methodology. One additional change is' proposed to_ reflect the"results of.TVA calculations that determined the-allowable values and channelcfunctional test.

i intervals for the containment sump and refueling waterEstorage tank-(RHST)-

swapover setpoints.

Two additional changes are also proposed for' completeness and clarity.

The proposed TS 89-27 revision is identified in Enclosure 1.

The pages provided in Enclosure l' supersede the corresponding pages piovided in of TS 89-27.. The justification for the proposed TS 89-27crevision is provided in Enclosure ?.

Calculations supporting the proposed containment-sump and RHST allowable values are provided in Enclosure 3.

The proposed TS 89-27 revisions do_not alter the conclusions drawn in the environmental H

1mpact evaluation.or the no significant hazards consideration submitted with; IS 89-27. Consequently, these evaluations are not resubmitted by_this-package.

To facilitate the schedule for NRC review of these revisions, the SQN Nuclear Safety Review Board collegial review is being performed concurrently with the

'NRC review.
