I The packaging consists of a rectangular, double-walled box of welded l

l The double-walled box consists of an outer 1-inch thick steel shell i
and an inner 2-inch thick steel shell separated by 56 shock tubes, i

eight on each end, and ten on each of the two sides, top and bottom.

I The shock tubes are constructed of both 6-inch Schedule 40 and 8-inch 4

Schedule 30 pipe. The tubes are 5 inches in length and are welded to I

i The cover of the outer hox is secured by forty-six,1-1/4-inch diameter I

high strength bolts. The lid of the inner box is sealed by two lengths i

PURPOSE The purpose of this procedure is to provide operating, inspection, and 4
maintenance instructions for the US Ecology Model B-2, (Certificate of I
Compliance No. 6144) shielded transportation cask.

l SCOPE 1his procedure addresses cask user responsibilities, and instructions relating l-to the following activities:
i l
l o Operational Inspection o Installation on Trailer o Cask Lid Installation o Gasket Removal and Replacement o Removal from Shipping Trailer.
RESPONSIBILITIES 1.0 Prior to use or operation of the Model B-2 shipping cask, each registered user shall ensure that:
o A Certificate of Compliance (C of C) for the Model B-2 cask and all I
the documents referenced by the C of C which relate to the use and maintenance of the cask shall be on file, o Documented inspections verifying compliance with the terms - and conditions of the C of C are perfomed under a quality assurance program.

CASK PROCEDURES o Cask loading, closure, and maintenance is perfomed in accordance with this procedure or a procedure which includes all provisions of this procedu re, o The shipment meets all of the applicable requirements established by the Departmelit of Transportation (00T), Nuclear Regulatory Comission (NRC ), burial site disposal criteria and applicable burial site
- licenses, o All inspection, decontamination, and other cask related documentation is mai ntained or forwarded to the US Ecology Quality Assurance Department.
PROCEDURE
[A] OPERATIONAL INSPECTION 1.0 I
The following cask inspections shall be perfomed and documented on Fom
- CSK-001-A (see attachment 1) prior to each use.
1.1 Bolt Conditions The bolts in the lid shall be inspected for cracks, damaged threads, and excessive rust.
Each time the bolts are inspected they should be cleaned and lubricated.
Any bolt which must be replaced shall be replaced with a bolt which meets certification requirements.
1.2 Bolt Holo Conditions An inspection of the threaded bol t holes shall be perf omed.
Accumulation of dirt or rust shall be removed and the threads inspected for damage.
The th readed holes shall be repaired or replaced as necessary.

1.3 Lid Condition The lid shall be inspected for warpage and damage.
The inner portion of the lid should be inspected for damage due to careless ll-l handling. A careful check for bent or damaged edges shall be done.
A visual check should be made of the crash tubes between the inner and outer lids for cracking. ' A visual inspection of - the aluminum
]
foil heat shield should be perfonned to check for cracking and peeling.
1.4 Interior and Exterior Condition A visual inspection shall be perfonned for runctures or dents which
[
may affect the integrity of the container.
1.5. Inner and Outer Gasket Condition
'g Two lip type gaskets fonn the seal for the container.
Both are l
located on the lid of the container and shall be inspected for signs of damage and/or deterioration prior to each shipment. The gaskets shall be repl aced with new Garlock Model 23 Split Klozure if inspection shows any defects or every twelve (12) months, whichever occurs first.
j 1.6 Tiedown System Condition l
All coinponents of the cask tiedown system shall be inspected to l
ensure that no damage or wear is present which would degrade its operation.
Lugs and shackles on the cask and trailer shall be inspected for cracks and wear. Tiedown ratchets and other hardware shall be inspected for proper working condition.
All cables am to be inspected to assure they are not crimped, frayed or damaged.
i 1.7 Name Plate Ensure that the name plate is in position on the container.
If it is loose or the fa steners appear to be weakening, it must be

repaired prior to using the cask.

CASK PROCEDURES 1.8 Lid lifting Lugs The lifting lugs on the lid should be inspected prior to and after every lift for signs of weakening; such as, cracks or bending of the lugs.
2.0 Discrepancies resulting from the above inspections shall be reported to
}
the US Ecology Quality Assurance Department and dispositioned ' in s accordance with US Ecology procedure. QAP 15.01.

[8] INSTALLATION ON SHIPPING TRAILER
" PRECAUTIONS"
- a. Ensure that all lifting cables or slings used are capab)v of lifting at least 40,000 lbs.
- b. Do not attempt to lift the cask using the lid lifting lugs,
- c. The cask should never be lifted when radioactive material is loaded in the unit.

- 1. Install a shackle on each of the four (4) cask lifting lugs.
The lifting tiedown lugs are located on the front and back ends of the cask body near the top.

- 2. Connect each end of a four part sling capable-of spanning 142" to each of the shackles in.,talled in Step 1.
- 3. Hook the four part sling onto the crane block and lift the cask.
- 4. While suspended, inspect the cask bottom for debris that may be adhering to it.
If anything is found it must be removed.

- 5. Position the cask onto the trailer and remove all lifting slings and shackles.

- 6. Block the front of the cask by nailing a 4x4 to the trailer floor.
Ensure that the block extends the entire width of the cask and is tight against the cask body.
NOTE:
In the event the carrier supplies a metal dock trailer, the I
4 x 4 shall be bolted to the trailer floor.

- 7. Install tiedown assemblies as illustrated in Figure 1 and ensure that tiedown components are free of defects such as cuts or frays.
I NOTE:
If the tiedowns touch where they cross, material such as a rubber sheet will be wrapped around one of the tiedowns to I
prevent chafing.
[C] CASK LID INSTALLATION i

1.0 Prior to lid installation check the clearances between the lid and the l
cask body to ensure unifonn seating.
2.0 Coat all threaded bolt surfaces nth a graphite type lubricant.
3.0 Install and hand-tighten all bolts until they are close-fitting, using the following tightening sequence:
i a.
Opposite pairs of lid container bolts.
b.
Opposite pairs of corner bolts.
)
0 c.
Opposite bolt pairs located at approximately 45 and centered between those tightened above.
d.
Remaining bolt by opposite pairs randomly selected progressing around the lid.

4.0 Utilizing a calibrated torque wrench, torque all bolts to 165 1 15 footpounds utilizing the tightening sequence defined in Step 3.
j 5.0' Re-torque all bolts to 235 1 15 footpounds utilizing the tightening sequence defined in Step 3, this time starting with a pair of bolts different than those stated in Step 5.
6.0 -Thread a lead wire security seal through the existing fasteners welded to I
the cask lid and body and crimp the lead seal.
[D] GASKET REMOVAL AND REPLACEMENT l
1.0 Gasket Removal 1.1 Remove all 46 - 1 1/4" bolts, attach a 4 part sling to lid lifting lugs and lift the lid f *om the cask body.
1 1.2 Turn the lid over onto its w placing it on solid supports, such as 4" x 4" wood, to minimize warpage.
1.3 Inspect old gaskets for areas of excess wear damage or any other l
adverse indication caused by lid to cask body fit-up.
If any problems are noticed, they shall be reported in accordance with Step A.2 of this procedure.
1.4 Remove old gasket material, gasket adhesive from the groove and I
inspect the groove for any indications of rust which may preclude a good seal.

CASK PROCEDURES 2.0 REPLACEMENT 2.1 Check the new gasket material to ensure that it meets the requirements of the Certificate of Compliance (Garlock Type 23

1 Single Lip Closure Seal).
I 2.2 Inspect new gasket for aqv indications of damage incurred during transit or manufacturing.
2.3 Measure the cask lid and cut the gasket to fit from corner to corner 0
I with a 45 angle cut on each end of gasket.

i 2.4 See Figures 2 & 3 for orientation of gaskets in the groove.
Insure that the gasket is fully seated against the back of the groove.
Check to insure the gasket reaches the full length of the groove.
2.5 Remove gasket and apply a thin coat of high quality contact cement j
to the groove and the back of the gasket.
2.6 When the glue has dried to a tacky consistency, insert each section of gasket material and press into groove using a "C" clamp or other device to ensure full seating eliminating air gaps.
I 2.7 Continue this process until all eight pieces of gasket are installed.

Ensure that all lifting cables or slings used are capable of lifting.
l at least 40,000 lbs.
l b.
Do not attempt to lift the cask using the lid lifting lugs, c.
The cask should never be lifted when radioactive material is loaded in the unit.
l 1.
Remove all tiedown assemblies from the cask and trailer.
9 2.
Install a shackle on each of. the four (4) cask lifting /tiedown lugs located on the front and back ends of the cask body near the top.
I 3.
Connect each end of a four part sling capable of spanning 142" to each of the shackles installed in Step 2.
4.
Hook the four part sling onto the crane block and lift the cask.
S.
Set the cask on wooden blocks or timbers so that it's bottom does not contact the ground.

Remove all lifting hardware from' the cask.
