FIRST 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN FOR THE PERRY NUCLEAR POWER PLANT UNIT NO. 1 (TAC H0. 61443)

By letters dated March 31, 1987 April 12 and November 18, 1988 and January 6, 1989, you submitted the first 10-year interval inservice Inspection Program Revision 0, associated relief requests and responses to NRC staff requests for additional information for the Perry Nuclear Power Plant Unit No.1. The program plan was submitted for review and evaluation for compliance with the requirements of the appropriate Edition and Addenda (1983 Edition through Summer 1983 Addenda) of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code as incorporated by reference into the Commission's regulations 10 CFR 50.55a and applicable plant Technical Specifications (TS). Requests for reliet were submitted for those portions of the ASME Code which you deemed impractical to perform at the Perry facility.

The NRC staff, with assistance from our contractor, Idaho National Engineering Laboratory, has completed a review of your submittals. The details of the staff's review are contained in the enclosed Safety Evaluation (SE). The details of our contractor's review are contained in the Technical Evaluation Report (TER) attached to the Safety Evaluation.

Based upon our review, we have determined that the Perry Nuclear Power Plant Unit No. I first 10-year Interval Inservice Inspection Program is in compliance with the above cited requirements. We have also determined that certain Section XI ASME Code requirements you have identified are impractical to perform at the Perry Nuclear Power Plant Unit No. 1 and therefore relief from these requirements is granted. A summary of the requirements and our bases for granting the reliets are contained in the enclosed SE and attached TER.

We have determined that, pursuant to 10 CFR 50.55a(g)(6)(i), granting the i

reliefs as discussed above is authorized by law and will not endanger life
