We request the proposed amendment to be approved . for implementation during the next refueling _ outage 'for unit 1, which is 1 scheduled to begin in February 1991. A l The proposed license condition allows a one time extension of the ' l- surveillance test intervals for certain surveillance tests- as specified in ' the North Anna Unit 1 Technical Specifications for the- eighth cycle - of operation. A discussion of the requested extension is included in the attachment. , l This license change request has been reviewed by the Station Nuclear L Safety and Operating Committee. It has been determined that the-request may involve an unreviewad safety question as defined in 10~ CFR 50.59 because the margin of safety of Technical Specification 4.0.2, the l administrative control specification of surveillance intervals, has been l reduced, but technically and operationally the request has been evaluated  : l and determined to not involve a significant hazards consideration as L defined in 10 CFR 50.92.
