We request the proposed amendment to be approved for implementation during the next refueling _ outage 'for unit 1, which is 1 scheduled to begin in February 1991. A l The proposed license condition allows a one time extension of the l-surveillance test intervals for certain surveillance tests-as specified in the North Anna Unit 1 Technical Specifications for the-eighth cycle - of operation. A discussion of the requested extension is included in the attachment. l This license change request has been reviewed by the Station Nuclear L Safety and Operating Committee. It has been determined that the-request may involve an unreviewad safety question as defined in 10~ CFR 50.59 because the margin of safety of Technical Specification 4.0.2, the l administrative control specification of surveillance intervals, has been l reduced, but technically and operationally the request has been evaluated l and determined to not involve a significant hazards consideration as L defined in 10 CFR 50.92. if you have any. questions or require additional information, please contact us. g?ElaE@!* vl P l ,f \\'

Surry fuel assemblies containing special nuclear material, -i enrbhed to not more than 4.1% by weight U-235 subject to the i; following conditions: s .a. Surry fuel asseniblies may not.be-placed in North Arena-Power Station Units No.1 and 2'reectors. 3 ~ b. Irradiated fuel shipped to -No'th Anna.Shall have been 1 1 r removed from the Surry reactors no less than 730 days prior to shipment.
- c. No more than 500 Surry' irradiated fuel assemblies shall be receivnd for storage at the Noith Anna Units No. I and 2-spent fuel pool.
