I EXECUTIVE

SUMMARY

I It is the objective of GPU Nuclear Corporation to-comply with all environmental laws and regulations and to operate their facilities.in an-environmentally acceptable manner. This docunent along with "An Ecological Study of the Susquehanna River near the Three Mile Island Nuclear Station - Annual Report for 1989," fulfills' the requirements for the " Annual Environmental Operating Report - Part A: Nonradiological" as described in the TMI-2 Environmental Technical Specifications (ETS) Section 5.6.1 A.(1). The purpose of -the report is to discuss nonradiological-environmental effects from activities at Three Mile Island Nuclear Station :(TMINT). During 1989, no significant adverse environmental impacts resulted fron I these activi ties. Furthermore, based on 16 years of aquatic. monitoring studies perfomed in the Susquehanna River near THINS, there is no evidence nf a significant impact from the operation of the plant. All proposed changes in procedures, station design, or operation for 1989 4 i were reviewed for potential environmental impact in accordance with ETS and admini strative quality assurance procedures. No unusual or important environmental events, resulting from the operations of TMINS, occurred during the year. During 1989, one noncompliance report was - submitted to the Pennsylvania Department of Environmental Resources (PaDER) as required by the TMINS National Pollutant Discharge Elimination System (NPDES) Permits PA 0009920 (Industrial) and PA 0081698 (Sewage). No significant adverse impacts to the I environment resulted from the noncompliance. TMINS - complied with the requirements of all other relevant permits during 1989. I In reference to changes in permits, an. application was submitted to the PaDER during 1989 for rerewal of the-TMINS Sewage NPDES Permit. In response to the application, the PaDER extended the current NPDES Permit until March E 31, 1992. Changes to the Industrial NPDES Permit duri ng 1989 included l 3 requirements for a new valve installed at the East Dike Settling Basin and requirements for testing of a new biocide (Betz Slimicide C-74) in the TMI-1 i Circulating Water System. Also, the Brief' Description Form for the TMINS I Public Drinking Water Supply-was amended during 1989 to include a newly-constructed office building (TMINS North Office Building). No other changes were made to existing relevant pemits nor were any new permits issued during 1989. I i i

w I {I I INTRODUCTION I This document and the referenced report fulfill the requirements for the I " Annual Environmental Operating Report", as described in the TMINS, Unit - 2 ETS. Nonradiological liquid effluents are regulated by the PaDER through the two TMINS NPDES Permits. Data collected in 1989 were analyzed and compared to the requirements set forth in the ETS. These data are summarized in the above reports. I l l l l I I I '1

This report will be submitted to the NRC by May 1, 1990. 3. UHUSUAL OR IMPORTANT ENVIRONMENTAL EVENTS No unusual or important environmental events resulted from the operation I of TMINS during 1989. The TMI-2 ETS defines these events as those that cause or could cause potentially significant environmental impact casually related with station operation (e.g., excessive bird impaction I events, plant or animal disease outbreaks and mortality of endangered species or fish). 4 EXCEEDING LIMITS OF OTHER RELEVANT PERMITS a During 1989, one noncompliance resulted from violating a requirement set g forth in the TMINS NPDES Permit PA 0009920 (Industrial). A report of the noncompliance was submitted to the PaDER and the EPA as required by the NPDES permit. The noncompliance related to the operation of TMINS Unit 1 .I and is not reportable to the NRC. However, it is included in this report for information. The noncompliance is sumarized below. Honcompliance 89-01 ( April 25,1989) resulted from discharging detectable I levels of chlorine from the TMINS Main Station Discharge (DSN 001) for more than a two-hour period. The Industrial NPDES Permit requires that neither free available chlorine nor total residual chlorine may be discharged from any one unit for more than two hours in any one day. Thi s requirement was exceeded by approximately 40 minutes. The noncompliance was caused by purging excess chlorine from the THI-1 River Water Chlorinator System into the River Water System. During routine start-up of the chlorinator system, a gasket failure occurred at the 2

F chlorinator flow gauge connectinn. The gasket failure caused a leak of gaseous chlorine. To minimize personnel exposure to chlorine, the gas was purged into the River Water System. The responsible personr.31 were aware of the NPDES limitation for chlorine but did not expect the limit to be exceeded based on the time required for gasket replacement. For j corrective action, consideration was given for a controlled method of a purging chlorine gas during system failures. Human health and safety and environmental concerns are factored into any decisions related to the purging of chlorine gas. Currently, alternatives are being investigated I to alleviate the potential for chlorine leakage from the TMI-1 River Water Chlorinator and the TMI-1 Circulating Water Chlorinator Systems. These alternatives will eliminate the use of gaseous chlorine in those systems and are intended to improve control and reliability. An environmental assessment was conducted on the above noncompliance. No significant adverse impacts to the environment were found. TMINS complied with the technical requirements of all other relevant pemits durir.g 1989. These permits included: o Solid Waste Disposal Permit No. 301029, issued by PaDER for onsite disposal of nonhazardous industrial waste filter cake, I o Public Drinking Water Supply ID No. 722-0917, issued by the PaDER for operating a non-comunity public drinking water supply, and o Maintenance Dredging Pemi t No. NAB 0P-RR75-0083-R and PaDER Maintenance Dredging Permit 2275724, issued by the U.S. Army Corps I of Engineers and the PaDER respectively, for desilting the TMINS Intake Bays. I 5. ENVIRONMENTAL PROGRAM DESCRIPTION DOCUMENT I Section 5.5.1 of the THI-2 ETS requires that procedures implementing the requirements of Sections 3.1 and 4 of the TMI-2 ETS be compiled into an Environmental Program Description Document. The TMI Envi ronmental Controis procedures listed in Table 3 satisfy this requirement. Changes I made to these procedures during 1989 did not impair the ability of the 1 procedures to satisfy the ETS, 6. CHANGES IN PROCEDURES, STATION DESIGN, OR OPERATIONS I Proposed changes in procedures, station design, or operations during 1989 were reviewed for potential environmental impact in accordance with ETS and administrative quality assurance procedures. The reviews ensured that no changes were performed which could cause an adverse environmental I impact or which could change the findings of the Final Supplement to the Final Environmental Statement. I

~. i l 7. CHANGES IN ENVIRONMENTAL TECHNICAL SPECIFICATIONS ] No changes were made to the nonradiological ETS during 1989. ) 8. CHANGES IN PERMITS AND CERTIFICATIONS ) During 1989, an application was submitted to the PaDER for renewal of the TMINS Sewage NPDES Permit. In response to the application, the PaDER ) administrative 1y extended the current Sewage NPDES Permit until March 31, 1992. At that time, the Sewage NPDES Permit will be combined with the Industrial NPDES for consolidation purposes. An addition to the Industrial NPDES Pennit was made during 1989 to account for discharges from a new valve installed in F e weir at the East Dike Settling Basin (DSN 005). This valve was installed to facilitate future dredging and to maximize holding capacity in the event of a spill. The East Dike Settling Basin is used as a containment structure and for the settling of solid particles suspended in influent waters, I primarily from stormwater runoff. The previous effluent limitations for dst' 005 now also apply to discharges resulting from dewatering and/or 3 maintenance of the East Dike Settling Basin. The PaDER also authorized the testing of a biocide (Betz Slimicide C-74) in the Circulating Water System during 1989. The biocide is being tested for control of algae, Asiatic clams (Corbicula fluminea) and other biofouling organisms. Concentrations of the blocide must be less than 1 detectable at the TMINS Main Station Discharge (DSN 001) and its use must be minimized. I The Brief Description Form for the TMINS Public Drinking Vater Supply was amended during 1989. The amendment identified the addition of a newly I constructed office building (TMINS North Office.
