Haddam Neck Plant Proposed Revision to Technical Specifications Fire Protection-Pursuant to 10CFR50.90, Connecticut Yankee Atomic Power Company, (CYAPC0) hereby submits a proposed amendment to Operating License DPR-61 tot allow incorporation of the changes identified in this letter into the Haddam Neck Technical Specifications.

The purpose of this proposed Technical Specifica--

tion change is to revise the Technical Specifications to reflect modifications performed on various fire protection systems.

The proposed revised Technical Specification pages are provided in Attach-ment 1. provides a description of these changes.- CYAPC0 has reviewed these proposed changes in accordance with -10CFR50.92 and has _ deter-mined that these changes do not involve a significant hazards consideration since these changes provide -a higher level of protection than that previously provided by the technical specification.

The basis for.this determination is

The changes proposed herein are enveloped by-Example (ii), a change that constitutes an additional limitation, restriction i

or control not presently included in the technical specifications.

As described in Attachment 2, the proposed changes will provide a higher level of protection than what was previously provided and represent an additional control not previously included in the technical specifications.

Addi-tionally, these changes do not impact the consequences of a design _ basis accident.

Based upon the information provided in this submittal, there are no signifi-cant radiological or nonradiological impacts associated with the proposed changes, and the proposed license amendment will not have a significant effect on the quality of the human environment.
