Expedited License Amendment Request February 13, 2020 Public Meeting with Southern Nuclear Operating Company

Expedited License Amendment Review (LAR)

  • The quickest turnaround time for a non-exigent LAR is approximately 35 days.
  • The staff would aim to issue an individual Federal Register Notice (FRN) within 5 days of receiving the LAR.

Applicability and Resource

  • Applies to low-risk, low-complexity, or Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) compliance LARs that impact the construction schedule.
  • Schedule assumes requests for additional information or supplements are not needed.
  • Resource hours expected to start at 50 hours5.787037e-4 days <br />0.0139 hours <br />8.267196e-5 weeks <br />1.9025e-5 months <br /> and increase based on complexity.

Examples of Potential Types of Requests Tier 1 definitions of as-built and test limit flexibility to test systems.

  • ITAAC 195 requires inspections on coating density to ensure coating will not transport. A potential LAR would change the time the inspections are complete until after the 103(g) finding.

Special Steps for NRC Staff

  • Expedite docketing of the application into ADAMS.
  • Expedite issuance of individual FRN.
  • For straight-forward compliance LARs where alignment between project manager (PM) and technical staff has been reached during pre-application activities, PM may draft the safety evaluation and technical staff concur, if necessary.
  • Potential expedited OGC review.

The pilot will confirm

  • Feasibility of publishing individual FRN in 5 days.
  • Accuracy of initial resource estimate.
  • Any potential safety evaluation boilerplate language/conclusions that can be leveraged.
