i MEMORANDUM FOR: Harold R. Denton, Director office of Governmental and Public Affairs 4 h' fn FROM: 1 J. Chilk, Secretary lf L
SUBJECT:
SECY-89-356 --NRC'S INVOLVEMENT IN IAEA ACTIVITIES This is to inform you that the commission, with all Commissioners concurring, has approved continuation of NRC's involvement in-IAEA activities as described in-SECY-89-356, provided-that it can be achieved with essentially the same level of effort as-in-L recent years. Emphasis should be placed on those IAEA= activities of most interest to NRC (such as safeguards) and on continuing. i to encouragt the elimination of duplication of effort with other international organizations (i.e., NEA). i Th2 Ocm ission agrees that NRC.should-more closely define its nuclear safety cooperation objectives with= Eastern Europe and I with those developing countries'which have imported U.S. light i water reactors because few resources can'be allocated for~such 7 l programs. With regard to administrative and technical support items on page 12 of SECY-89-356, specifically item c), the Commission requests a more detailed explanation of how the_ staff intends "to coordinate instructions for NRC participants at IAEA i technical meetings,'and require better reporting on issues of. interest-to the Commission." (GPA/IP) (SECY Suspense: 2/28/90) ~ The Commission notes that an allie'd. paper,is under consid-eration (SECY-89-371 - Priorities for NRC International l Programs and Activities Update) and that further guidance with l regard to priorities and effective utilization of resources l may be forthcoming when voting is completed. cc: Chairman Carr-i Commissioner Roberts Commissioner Rogers Commissioner Curtiss l Commissioner Remick EDO OGC OIG /f . f QP;?8&q mm PDn a . m -}}
