I addressed a letter to Mr. J. J. O'Connor,! Chairman and President,' Common -

i wealth Edison Company on September 4, 1980.

I informed Mr. O'Connor'that Commonwealth Edison Company creates'a substantia 1Lsafety hazard in.the operation of Zion, Dresden, and Quad Cities nuclear stations.: :I' informed him of this fact pursuant to the Rules and Regulations of the Nuclear Reg-ulatory Commission Part 21 and. Commonwealth' Edison Company President's Instruction No. 0-0-5.

Events and circumstances indicate that Commonwealth Edison Company.still creates a substantial safety hazard.in the operation of' Zion, Dresden and

. Quad Cities nuclear stations.

Examples of events are:

1.

Release of radioactive gas from' Zion Station caused by maloperation of a ' reactor plant. system. on April 27

A worker at Dresden Station being' exposed to 21.2. REM of radiation.

4 Inattention to duty of two Dresden Operators responsible for the operation of Dresden Station nuclear plants.

Personnel entry into the primary-containment with the reactor at power at Quad Cities Unit 1 on March 14, 1981.

Comonwealth Edison Company's Policy-for operating nuclear generating plants is-promulgated in Vice President.'s Instruction No. 1-0-17 dated-March:1,

~1981.. Commonwealth Edison.. Company nuclear plant operators are permitted to withdraw safety systems from operation by this.-Policy.

-Withdrawing's safety system from operation is contrary to the Pacility.

' Operating License / Technical-Specifications.

Withdrawing a safety system from operation constitutes!a loss of. safety-function; a major reduction in the. degree of protection provided public health!

and safety. Withdrawing a. safety system from operation therefore creates a substantial saf ety hazard as defined in Part 21.3 -(k) of the Rules 'and Regulations of the Nuclear Regulatory Commission.

Commonwealth Edison' Company crea tes 'a substantial: saf ety hazard by the Com-pany, Policy which permits operators of.the Company.'s nuclear generating facilities to withdraw safety systems from operation.
