Routine announced inspection of an irradiated reactor fuel-shipment at a scheduled port of call, Dundalk Marine Terminal, Baltimore, t

Maryland. The shipment was not off-loaded at this port. The inspection included a review of the requirements for shipments of irradiated fuel by sea while docked at a U.S. port in a heavily populated area.

Results: No violations were identified in the area inspected.

Exit Interview Due to the nature of the inspection, no formal exit interview was held.

The results of the inspection were discussed by telephone between Ms. F. Oshinowo, Assistant Manager-Operations, Edlow International Company and the inspector.

Backaround Region I was notified by letter of January 26, 1990, from the licensee, that a shipment, by sea, of irradiated reactor fuel, from Japan to Sweden, would make a scheduled stop at the Dundalk Marine Terminal.

Baltimore, Maryland on or about February 24, 1990. The NRC imposes certain requirements on such shipments when the carrying vessel is within U.S.

waters and when docked at U.S. ports. This inspection was conducted to confirm that the licensee had met those requirements.

4, 81310-Physical Protection for the Transportation of Irradiated Reactor Fuel The inspector determined, as described below, that the licensee followed established procedures and NRC regulatory requirements for the physical protection of irradiated reactor fuel at a U.S. port of call.

Verification that the vessel carrying the irradiated fuel'was a container ship.

Verification that the vessel, while docked at Dundalk Marine Terminal, which is within a heavily populated area (Baltimore, Maryland), was protected by two armed escorts stationed at a location that permitted observation of the cargo area on the vessel where the shipment was stored, Verification that the armed escorts were equipped with radio c.

communications, were capable of requesting assistance, and that the required periodic communications were being made.

Verification that a continuously staffed communications center had been established to facilitate such communications and that a log was being maintained of the required communications.

The inspector also interviewed the Maryland Port Administration Police s

officers that were contracted by the licensee to provide security for the r

shipment. The officers were found to be knowledgeable of the NRC's regulatory requirements for this type of shipment.

No deficiencies were identified in the area inspected.
