' Areas Inspected:
Routine, unannounced inspection-of the licensee's physical

security program. The areas inspected within-the physical security program
'
included management support and security program audits; protected area
physical barriers; assessment aids; protected and vital area access control of
. personnel and vehicles; testing, maintenance, and compensatory measures; and
,
'
protection of Safeguards Information.
Results: Within the program areas inspected, three apparent violations were
,
identified (inadequate compensatory measures, inadequate protection of
'
Safeguards Information, and inadequate lock and key control, paragraphs 3
and 4). The inadequate protection of Safeguards Information will be treated as
a noncited violation.

- The licensee continues to experience problems with compensatory measures.
The

- primary root cause of the items of noncompliance appears to be human error.

The licensee has a very large number of requirements for compensatory measures
'
(
when detection system alarm points are experiencing problems. The. inspector
~
reviewed procedures and guard post orders to ensure that.the security' officers
have specific and well defined information at their disposal in order to
properly perform their compensatory requirements. The problems identified asi
noncompliances appear to be isolated examples of officers failing to properly
l
perform the duties of their post according to the aforementioned post orders
and procedures.
Basically, the licensee has a well-trained and efficient guard
force that is performing well-in view of the large no '>er of uniformed
personnel (approximately 260) on site to fulfill the-
- urity program
requirements and the extensive number of compensatory ' osts, detection zones,

and access portals in a large plant.
Overall, the security program at STP is
well managed and adequate,
